City/SCKEDD Accepting applications for Rental Rehabilitation Grant

Owners of Winfield rental units whose tenants meet HUD  low-to-moderate income guidelines and are within a selected target area may be able to receive up to a maximum of $25,000 per rehabilitation.  Owners must commit 25% of the final cost of rehabilitation in cash.   If an owner can be documented to be low-to-moderate income, they must contribute a minimum of 15% of the final cost of rehabilitation in cash.  Also, monthly rental payments may not exceed the current monthly payment or the Fair Market Rent, whichever is less, for a three-year period from the date of rehabilitation.  An annual cost of living increase set by HUD is allowed.   

Currently four houses are under construction and two are being bid.  The grant was  projected to make improvements to up to fifteen properties.  The City is again soliciting interested owners of Winfield rental units to submit Landlord and Renter  Applications for rental rehabilitation assistance.   Criteria for selection, other than first come/first served could include: elderly, handicapped, school-aged children in the home, level of income, and approved local match from owner.
