When does the City commission meet?
The City Commission meets regularly in the Community Council Room on the first floor of the City Hall building, 200 E. Ninth, on the first and third Monday of each month, at 7:00 p.m. Work sessions, to discuss City issues and provide information to the public and City Commission, are held the Thursday prior to the regular Monday meeting.

How do I address the City Commission at a regular meeting?
The Business from the Floor section of the Agenda allows the City Commission to receive comments from the public for topics not listed on the agenda.

Where we are located.
Utility and service questions can be answered by calling 620-221-5500, emailing: customerservice@winfieldks.org , or by stopping by City Hall, 200 E. 9th.

What are the hours of operation?
City Hall, 200 E. 9th, is open Monday-Friday, 9:00 a.m. - 5 p.m. There is a drop box at the 9th Street entrance that can be accessed 24 hours a day. The City also has drop boxes at Apple Market or Dillons.

What utility service does the City of Winfield provide?
"Full Service" still has meaning at the City of Winfield. The citizens of Winfield and those in the surrounding area receive electric, natural gas, water, refuse collection and wastewater service from the City.
4.
How can I pay my utility bill?
You can pay your utility bill in person with cash, check, Discover, Visa, MasterCard, or Debit/Credit card. You may also pay by using on-line banking. For your convenience, you may deposit your payment in the City's night drop boxes located at the 9th Street entrance of City Hall, Apple Market, or Dillons.

Do I need to have a permit to have a garage/yard sale?
Yes. Garage/Yard sale permits are available at City Hall, 200 E. 9th. Permits are available during normal business hours of Monday through Fridays from 8:00 am to 5:00 pm.

How much does a garage/yard sale permit cost?
The cost is $1.00 per permit

Can I put up a sign to advertise my garage/yard sale?
Yes. You may post a sign 1 day prior to the sale and it must be removed immediately following the sale. The sign may not exceed 24 inches square. Signs may not be posted on any building, vehicle, or public place without the consent of the owner or person in control of the property or vehicle. Unlawful posting is a misdemeanor.

How often can I have a garage/yard sale?
Residents are limited to two(2)garage/yard sales per calendar year and each sale shall be limited to three (3) consecutive days.
5.
How soon do garage/yard sale items need to be removed?
All sale items must be removed from the exterior premises, including porches, within one day following the day the sale is concluded.

What are the fines for violating the parking ordinance?
The first time you are found in violation you will be given a courtesy warning ticket with a brochure expaining our parking regulations. The second violation will result in a $5 fine. The third violation will result in a $15 fine. A fourth and subsquent violation within a six month period will result in a $25 fine. Failure to pay these fines within a 48 hour period will result in additional penalties.

The 3-hour free parking seems confusing, how does it work?
Customers are allowed up to 3 hours of parking in the downtown business district. The 3-hour free parking is a total accumulation of time parked per day. You may move your car as many times as you wish. The 3-hour time limit is monitored by a parking control officer who records the parked vehicles every 1 1/2 hours. Vehicles monitored in more than two 1 1/2 hour periods in each day will be considered in violation.

I work downtown, can I purchase a permit to park close to work?
Parking permits may be purchased at City Hall, 200 E. 9th. They allow persons to park in designated areas for a maximum of 12 hours. At the time of purchase, a map will be issued to the permit holder detailing where permit parking is allowed. Parking permits cost: $15 for 3 months; $30 for 6 months; and $55 for 1 year.

What does the Ordinance prohibit?
It prohibits smoking in all enclosed public places and places of employment within the city of Winfield.

What are some examples of public places?
Elevators, restrooms, lobbies, service lines, retail stores, food service establishments, libraries, galleries, museums, performance facilities, convention halls, hospitals, clinics doctor's offices, nursing homes, polling places, and private clubs.

What are examples of places of employment?
Smoking is prohibited in all enclosed facilities within a place of employment WITHOUT exception. This includes common work areas, auditoriums, classrooms, conference and meeting rooms, private offices, elevators, hallways, medical facilities cafeterias, employee lounges, stairs, restrooms and all other enclosed facilities.

What about public sidewalks and parking lots?
They are not included within the no-smoking prohibition, except for portions within 10' of an entrance, exit, or air intake mechanism.
6.
What about outdoor play facilities and parks?
Outdoor facilities will be non-smoking, as posted.
7.
Are private clubs and fraternal organizations included?
Yes, they would be included if (a) they permit the use of their facilities by the general public; or (b) they have employees which work in their facilities.
8.
My employer permits employees to smoke outside of the building. Is this still okay?
Yes, as long as the outdoor area is not within 10' of an entrance, exit, or air intake mechanism.
9.
As a business owner, am I required to take any action if someone smokes in my business?
It is unlawfull for any person who owns, manages, operates, or otherwise controls the use of any premise subject to the Ordinance to fail to comply with all its provisions.
10.
Are businesses and employers required to put up no-smoking signs?
The owner, manager, or other persons having control of a building or other areas where smoking is prohibited by this Ordinance will have a conspicuously posted sign clearly stating that smoking is prohibited at each entrance and within the building or other areas where smoking is prohibited. The "No Smoking" signs will have lettering not less than 1" high and the international "No Smoking" symbol.

How will the Ordinance be enforced?
Voluntary compliance, self enforcement, and response to citizens complaints by Winfield Police.
12.
How should violations be reported?
To report violations as they are occurring, call the Winfield Police Department non-emergency line, 620-221-5555.

Should I call 911 to report a violation or complaint?
NO.
14.
What are the applicable fines?
Any person who violates any provision of the Ordinance will be guilty of a misdemeanor, punishable by:
First violation-not exceeding $100
Second violation within 1 year of first violation-not exceeding $200
An additional violation within 1 year of first violation-not exceeding $500
15.
Where is smoking not regulated?
Food service establishments or licensed premises that are not enclosed such as patios, outdoor dining areas, and courtyards. When smoking is a part of stage production. Private residences, except when used as a childcare, adult day care or health care facility or the residence is used as a place of employment with one or more employees. Private places, or outdoor places of employment except those covered within the Ordinance.
