Administration for the City of Winfield is directed from the City Manager, who is responsible for daily management, administrative and professional duties as the Chief Executive Officer of the City.

The City Manager is responsible for all City departments and is expected to deliver a high degree of independence, initiative and professional expertise in the administration and day-to-day management of the City in accordance with policy established by the City Commission, State and federal laws, regulations and guidelines.

Responsibilities include:
  • Directing the development and administration of the City's approved budget and capital program
  • Overseeing development, planning and implementation of strategic goals and objectives to meet the operational needs of the City

Meet the City Manager:
Jeremy began his work with the City in February 2017. Before coming to the City, Jeremy was the County Administrator for Cowley, County, Kansas from November 2011 until February 2017. Prior to that time, he was the Finance Director for the City of Raytown, Missouri (from January 2008 until November 2011). Jeremy began his career as the Budget Administrator for Jackson County, Missouri July 2000, and worked his way up to Deputy Director of Finance before departing for Raytown in 2008. As City Manager, Jeremy is responsible for the overall operations of the City and implementation of the policies of the city commission.

Education:
Jeremy received his bachelor of public administration degree from Park College in 1999 and received his master's degree in public affairs from Park University in 2006.

Involvement:
Jeremy is a member of the International City/County Management Association (ICMA), the Kansas Association of City/County Management (KACM). Jeremy also serves as a member of the Rotary Club of Winfield.

Family:
Jeremy's wife, Belinda, home schools their children. Jeremy and Belinda have four sons, Harrison, Spencer, Asher and Emerson, and a daughter, Sawyer.
