Commission - Manager Government
Kansas law authorizes three basic forms of city government. Cities may vary from these basic statutory forms by the use of their home rule powers. Winfield's charter form of government is Commission-Manager, in which the city manager administers the affairs of the city and the commissioners set the policy needful for the welfare of the city and are responsible for the efficient administration of the city's business by the city manager. The governing body consists of a three-member City Commission elected at large within the City.
