In January of 2017, the State of Kansas will be awarding Community Development Block Grants to Kansas cities for housing rehabilitation. The City of Winfield intends to apply for up to $300,000 of rental rehabilitation assistance funding. Grant applications are due August 31, 2016.

Owners of Winfield rental units whose tenants meet HUD  low-to-moderate income guidelines and are within a selected target area may be able to receive up to a maximum of $25,000 per rehabilitation.  Owners must commit 25% of the final cost of rehabilitation in cash.   If an owner can be documented to be low-to-moderate income, they must contribute a minimum of 15% of the final cost of rehabilitation in cash.  Also, monthly rental payments may not exceed the current monthly payment or the Fair Market Rent, which ever is less, for a three-year period from the date of rehabilitation.  An annual cost of living increase set by HUD is allowed.

The City is soliciting interested owners of Winfield rental units to submit a pre-application for rental rehabilitation assistance.   The pre-application is not a binding contract but will be used to judge commitment and willingness to participate, as well as, to aid in determining the area of most need and interest.  Actual applications will be solicited when the grant is awarded. Criteria for selection, other than first come/first served could include: elderly, handicapped, school-aged children in the home, level of income, and approved local match from owner.

Rental Rehabilitation pre-applications will be accepted in the City Manager's Office, until 5:00 pm, July 8, 2016.  For additional information please call 620.221.5525.
