2017 CDBG Housing Program Grant

EqualHousingOpportunityLogoThe City of Winfield has been awarded a 2017 Kansas Small Cities Community Development Block Grant (CDBG)  in the amount of $300,000 with an additional local contribution of $100,000 for the purpose of rental housing rehabilitation within the target area.

To qualify, total household income for all individuals 18 years or older renting the unit must be less than the low- to moderate income guidelines set by HUD for Cowley County.

The maximum amount of CDBG federal grant funds to be spent on rehabilitation is $25,000 per rental unit. If the landlord of the rental unit is income-qualified, as well, the program will pay 85 percent of the rehabilitation and the landlord will be responsible for 15 percent. If the landlord is above income guidelines, he/she must contribute 25 percent of the rehabilitation cost. The landlord of the unit must also sign a rent-freeze agreement for a three-year period.

Landlord applicationsRenter applications, and Weatherization applications must be completed for each rental unit and turned in to City Hall during business hours, Monday through Friday between 9 a.m. and 5 p.m., or by mail, City Manager's Office, PO Box 646, Winfield KS  67156.   Applications will be accepted, processed and ranked using the established ranking system.
