Commission - Manager Government
Kansas law authorizes five forms of city government. Winfield's charter form of government is Commission-Manager, in which the city manager administers the affairs of the city and the commissioners set the policy needful for the welfare of the city and are responsible for the efficient administration of the city's business by the city manager. Cities may vary from these basic statutory forms by the use of their home rule powers. Home Rule Authority (Kansas Constitution, Article 12, Section 5) empowers cities to determine their local affairs and government, allowing cities the largest measure of self-government. The governing body consists of a three-member City Commission elected at large within the City.
